If the area is wet, it is necessary to wait for it to dry by dabbing the surface before patching. Once the surface is ready, begin laying the bituminous material: first against the edges and then towards the center. Level everything with an aluminum straight edge. Do not overdo this step: raking too much could cause coarse material to rise to the surface.
